In the complex world of international relations where global alliances shape nations' destinies, the Philippine government finds itself locked in a pivotal struggle for sovereignty against the Communist Party of the Philippines (CPP) brainchild, the International League of Peoples’ Struggle (ILPS), an organization formed in 2001 incidentally by the founder of the Communist Party of the Philippines, the late Jose Maria Sison.


The ILPS, a CPP-initiated organization camouflaged by its self-proclaimed advocacy for social justice and democratic struggles, poses a serious threat to the nation's stability and independence.

This alarming revelation was made by Undersecretary Ernesto Torres Jr, Executive Director of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), during a virtual press briefing held on Monday, March 25,2024.

Torres highlighted the instrumental role of the Department of Foreign Affairs (DFA) in leading this critical battle, tirelessly striving to unmask the true motives of questionable foreign organizations and ensuring that foreign aid channels are directed towards legitimate organizations within the Philippines.

He underscored the government's recognition of the significance of international engagement, and its proactive efforts to liaise with the United Nations and allied nations to illuminate the shadowy agenda of the ILPS.

"There exist an International League of People’s Struggle (ILPS), which was established by Joma Sison in 2001. So (right now) since sya yung founder non, sya rin yung dating chairman. Right now it has a membership from over 40 different countries and currently chaired by Len Cooper of Australia," Torres disclosed.

"From what can be observed, their activities are quite fervent. Even within the UN, they are attempting to sway opinions and submit reports that are irrational and, in some cases, not factual, to member countries of the ILPS," he disclosed.

The ILPS employs a sophisticated strategy aimed at undermining the government through a protracted people's war. They leverage their platform to circulate revolutionary narratives about the Philippines, intending to tarnish the nation's international reputation. By sowing discord and exploiting vulnerabilities, the ILPS seeks to gradually seize control and remodel the government to fit their ideology, Torres elaborated.

The ILPS' International Coordinating Committee includes notable figures such as Liza Maza of Gabriela, as its Secretary-General; Elmer Labog, National Chairperson of Kilusang Mayo Uno (KMU); Rafael Mariano, Chairperson of the Kilusang Magbubukid ng Pilipinas (KMP); and Antonio Tujan, Director of Ibon International.

He emphasized the necessity for the government to adopt a proactive and assertive stance in countering the deceptive propaganda of the CPP-NPA-NDF. "We must not become complacent at this stage of our campaign, especially in light of their ongoing attempts to revitalize their international efforts and programs," Torres warned.

In collaboration with all relevant sectors, the government is committed to enlightening the public about the truth and empowering them to make informed decisions about their support for these groups through effective information dissemination.

By promoting awareness and providing accurate information, the government seeks to enable individuals, particularly the youth, to discern the true nature and intentions of the ILPS and its affiliated organizations. This knowledge allows the public to make choices that align with their own values and the nation's best interests, Torres noted.

The task force’s Executive Director affirmed the Philippine government's unwavering resolve to thwart the ILPS' plans and its steadfast commitment to preserving the nation's integrity. ###
