NTF-ELCAC backs creation of ex-rebels' POs federation
November 27, 2024
The National Task Force to End Local Armed Conflict (NTF-ELCAC) has expressed support for the creation of a new regional federation of former rebels and marginalized communities belonging to 29 people's organizations (POs) in the National Capital Region.
Undersecretary Ernesto Torres Jr., NTF-ELCAC Executive Director, officially introduced the federation at La Breza Hotel on November 25, attended by representatives from the Joint Task Force-NCR and the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU)t.
"Malaking hakbang ang pagtatayo ng federation ng mga POs upang mas mapalakas ang inyong mga organisasyon at mabigyan ng angkop na serbisyo mula sa gobyerno at mga programang pangkabuhayan,” Torres said.
He added: “Ang regional federation ang magsisilbing tulay at boses ninyo sa ating pamahalaan.”
According to Torres, the newly formed federation, whose name has yet to be finalized, is actively working to reintegrate former New Peoples Army members into society, contributing to safer communities.
Their commitment to long-term sustainable solutions is evident in their proposed programs, including housing projects and a system of internal support.
"I congratulate the elected officials of the regional federation. Your dedication is commendable. May you always prioritize the organization and the nation above personal interests," Torres said.
He added that the NTF-ELCAC is committed to working toward peace and unity with the new federation.
Testimonials from PO members highlighted the positive impact of government housing initiatives, land reform programs, and educational scholarships.
Arian Jane Ramos, president of Kalinaw SEMR (Southeastern Mindanao Region), expressed collective hope saying, “Ang pagtanggap sa atin ng gobyerno as a whole ang totoong pag-asa natin (The government's acceptance of us as a whole is our true hope).”
She said the federation will advocate for comprehensive support, including insurance and health benefits, for its members.
They will also seek continued government funding for programs supporting women, teachers, youth, and other marginalized groups.
A 5-year People’s Plan for the urban poor will be presented to the government by the federation.
