Centrally and Locally Supervised and Implemented

The Localized Peace Engagement intends to facilitate the process from the bottom level of locality or community. This is highly encouraged as the main essence of LPE is to reach the possible group of surrenderers down the line.

Localized peace engagements are more creative and more productive because we can talk directly with New People’s Army (NPA) and members of the party,” Galvez said in an interview with the Philippine News Agency. Dealing with the Communist Party of the Philippines-NPA-National Democratic Front (CPP-NPA-NDF) at the national level is difficult due to many demands the communists have been asking from government.

The Goal of Localized Peace Engagement

  • Strengthen capacities of national and local governance actors to effectively address socio-economic divides; create modalities and strengthen capacities of communities to resist violence and participate in peace building and development in order to achieve community resiliency and cultural harmony.

  • Contribute towards institutionalizing a platform in changing mindset and for genuine good governance to improve the lives and welfare of the people

  • Effectively address the insurgency issues and contribute to the promotion of a culture of peace in conflict-affected and conflict-vulnerable communities and thus, create the environment conducive to human and national development.

Peace Talks

We Are Not Against Peace Talks

The leaders of the CTG have utilized peace talks as a means of advancing their interests with the ultimate goal of supplanting the Philippine Government. The LPE achieves real peace by engaging in Peace Talks with local rebel commanders, instead of CTG Leaders. We say no to peace talks with the CTG for the following reasons:

  • DUAL FACE: The government was taken for a ride from late 1980s to today, or for more than 30 years through their revolutionary dual tactics;

  • INSINCERITY: The peace talks framework of the CTGs is just a secondary effort to advance and support the Armed Revolution to Seize Political Power;

  • TAKING UNDUE ADVANTAGE: The foundation set by the CTGs for any talks to start led to the release of almost all top ranking CTGs personalities with none coming back to prison;

  • ADVANCING THEIR SEIZURE OF POLITICAL & ECONOMIC POWER: The different agreements arrived at in previous peace negotiations were favoring the political & economic climate needed by the CTGs to initially share powers with government in its implementation;

  • CTGs FREELY OPERATING IN GUERRILLA ZONES AND URBAN AREAS: The peace talks with the CTGs prevented the security cluster from entering Red Areas or Guerrilla Zones while the CTGs Organs of Political Power & Front Organizations continue to roam around without fear of any arrest;

  • THE AFFECTED SECTORS (ICCs/IPs AND FARMERS) ARE AT THE MERCY OF THE CPP-NPA-NDF: The communities in the countryside and rural areas especially in the mountain areas based on their testimonies to all the periods where there were peace talks; they are subjected to fear, intimidation and radicalization and even limiting their movements and hindering the delivery of services;

  • GETTING FOREIGN FUNDING AND SUPPORT: The peace talks and negotiations framework facilitated by foreign country include confidence building of financial aids manage by CTGs Front Organizations whose purpose were shifted to advancing the armed revolution;

  • THE PEACE TALKS END-STATE FAVOR THE CTGs: The end-state of the Peace Negotiations never offer or include disarmament, demobilization and reintegration of the NPAs nor stopping the existence of Organs of Political Power (OPP) in the different communities nationwide;

  • THE CTGs CPP-NPA-NDF IS A TERRORIST ORGANIZATION: Government shall never negotiate with a terrorist group who came to STEAL, KILL & DESTROY our Families and our Nation ultimately to include destroying the foundation of our religious beliefs and culture;

  • UP UNTIL THE CTGs WILL NEVER BE SINCERE IN NEGOTIATING WITHIN THE FRAMEWORK OF THE PHILIPPINE CONSTITUTION & WILL TRULY GO BACK TO THE FOLDS OF THE LAW: The NTF-ELCAC will continue to undertake Local Peace Engagement (LPE) and implement the Enhanced Community Local Integration Program (E-CLIP) & Amnesty Program in the 17 Regions all over the country to Former Rebels; to those citizens who withdraw memberships and support to CTGs Front Organization & Organs of Political Power;

Amnesty under Proclamation 1093

As part of the Government peace incentive programs, a full amnesty program and a normalization process shall be implemented; the LPE mechanism shall be nationally orchestrated, centrally directed, and locally supervised and implemented.

What is the significance of Proclamation 1093?

Amnesty provides the opportunity of ending the more than five-decades old communist insurgency problem which has affected the peace, security, and development of the country. 

Amnesty Program is the manifestation of the government's genuine sincerity and steadfast resolve in achieving peace.

Who are covered by Proclamation 1093?

Former members of the Communist Terrorist Group (CPP-NPA-NDF), rebels who have committed crimes in pursuit of their political beliefs, including those detained, charged or convicted for such acts or omissions.
